The tragic event in Uvalde is a stark reminder of the multiple school shootings that have deeply affected Texas. These incidents have significantly influenced the operations and safety protocols within schools. In response, the recent legislative session introduced HB3, mandating substantial changes to enhance school safety and security. This presentation will delve into the historical context, legislative requirements, and the ongoing challenges faced by Texas public schools in ensuring the safety and security of their students and staff.

Speakers:

Janina Flores serves as director of the Risk Solutions Division for TASB Risk Management Services, overseeing loss prevention, emerging risks, training, and development of resources and communications.

Janina joined TASB in 2018, bringing more than 20 years of experience in risk management, risk pooling, and loss control from her roles at the City of San Marcos and the City of Fort Worth. Prior to working at TASB, Janina was the director of pool administration at York Risk Services Group, where she oversaw operations of the Texas Council Risk Management Fund, a governmental risk pool serving the needs of mental health centers across the state.

Janina holds a Bachelor of Business Administration from the University of North Texas and a Master of Business Administration from Texas State University.

Paul Taylor serves as the Director of the Legal and Regulatory Affairs Division for TASB Risk Management Services. He earned a Bachelor of Arts degree in English and history from Baylor University and a law degree from The University of Texas School of Law.

Paul joined TASB in 1996 and has worked in the TASB Legal Services Division and for TASB Risk Management. Paul manages the Risk Management Fund’s coverage documents and contracts along with the Fund’s UC and Subrogation programs. He provides legal support for all areas of TASB Risk Management.

Paul is a frequent speaker on school risk management topics to national, regional and statewide audiences. He is a member the Texas Council of School Attorneys and is an Assistant Scoutmaster of Boy Scout Troop 4277.
